| During the 1980's, the Rockefeller Foundation identified the need in our country to provide opportunities for young people working to overcome problems in their lives, which included being high school dropouts. In 1991, the National Guard Bureau developed a program to provide values, skills, education, and self-discipline to young people incorporating the structure and esprit de corps found in the military model. The five-year ChalleNGe Pilot Program began operating in 10 states across America in July 1993 under Public Law 102-484. The Virginia program, Commonwealth ChalleNGe, started in 1994 along with four other states in the pilot program. The mission of Commonwealth ChalleNGe is to provide a highly disciplined atmosphere fostering academics, leadership development, physical training and personal growth to educate and train unemployed high school dropouts. For acceptance to the Commonwealth ChalleNGe program an applicant must be 16-18 years old, a Virginia resident, free of illegal drugs, mentally and physically capable to participate in the program, an official high school dropout, not charged or convicted of a felony offense, and a volunteer.
